Launchbox steam deck.
It's free, open source, and has almost everything I need except big picture mode which is coming in the next major version. Launchbox because you can easily edit shortcuts (ex: adding commands) and launch other programs before a game. Launchbox is the one I've used the most, mostly for emulator organization.
As I said, it is certainly doable one way or the other. Disclaimer: I have never used LaunchBox or Playnite. After looking at the websites for both of those it seems they are only available for Windows. The Deck runs Linux by default so using one of these to manage/run games will be difficult at best. Steam's Retroarch executable works from Launchbox, but when viewing the Steam library, the game appears ready to play, thus not taking advantage of Steam's benefits. Can't speak for OP, but Playnite is a great game launcher with a built-in "big picture" esque mode. It has plugins to read all your libraries across many storefronts. You can configurate steps to run before and after a game started. After once configuring any emulator, you can let it automatically create entries for your roms.
